UK Government to Convert Prison Offices and Storage Areas Into Cells Amid Overcrowding Crisis Unused office spaces, laundry rooms and storage areas in prisons across England and Wales are set to be converted into cells as ministers seek to ease severe overcrowding in the prison system. The move forms part of the government’s wider plan to increase prison capacity as the number of inmates continues to put pressure on available spaces. The Ministry of Justice is also accelerating plans to create thousands of additional prison places. The government has committed £110 million to speed up the construction of new prison places, with plans to add around 14,000 spaces by 2031. Some of the additional capacity will come from converting existing areas within prisons, including unused offices and other non-cell spaces. The measures come amid warnings that prison capacity is close to its limits. Adult male prisons are operating at particularly high occupancy levels, leaving ministers under pressure to find immediate solutions while longer-term construction projects are completed. The government is also considering other measures to reduce pressure on the prison estate, including the deportation of eligible foreign national offenders and reforms to Imprisonment for Public Protection IPP sentences. However, the plans have attracted criticism, with concerns raised about the risks of running prisons close to full capacity and the potential impact on safety, rehabilitation and prison staff. Former Justice Secretary David Gauke has warned that operating the prison system at near maximum capacity presents significant risks, while the government maintains that expanding capacity is necessary to address the crisis. Ministers say the combination of new prison construction, conversion of existing spaces and changes to sentencing and prisoner management will help provide the capacity needed to keep the justice system functioning.
