Promote fair competition and investment in the telecoms sector
The NCC said consultations will involve:
Telecommunications operators

The commission stressed that stakeholder input is critical to creating a transparent, predictable and investment-friendly spectrum framework. “An effective spectrum roadmap is essential to unlocking Nigeria’s digital potential and ensuring inclusive access to communication services,” the NCC said in a statement.
Officials noted that improved spectrum planning will help close the digital divide, enhance economic productivity and support key sectors such as education, healthcare, fintech and e-government services.
The roadmap is also aligned with the federal government’s digital economy and innovation agenda, aimed at positioning Nigeria as a leading technology hub in Africa. The NCC will collate feedback from consultations before finalising the roadmap and releasing implementation guidelines ahead of the 2026 rollout.
