Dangote Assures Small Investors of Priority Allocation as Refinery IPO Demand Surges Aliko Dangote, President and Chief Executive Officer of Dangote Industries Limited, has assured retail and small investors that they will receive priority consideration if the ongoing Initial Public Offering IPO of Dangote Petroleum Refinery and Petrochemicals is oversubscribed. Dangote also disclosed that he could make additional shares available to the public if demand exceeds the current offer, as investor interest in the N2.15 trillion transaction continues to rise. The Dangote Refinery IPO opened on the Nigerian Exchange (NGX) on Monday and has attracted significant interest from investors seeking to acquire stakes in the privately owned refinery. Dangote said the offer was deliberately designed as a “People’s IPO” to broaden ownership of the refinery and enable millions of Nigerians to participate directly in its growth. He said allocation in the event of oversubscription would be guided by broad-based ownership, with retail and small investors given priority consideration. The billionaire businessman said the initiative was intended to deepen financial inclusion and expand citizen participation in the Nigerian capital market. Dangote indicated that the number of shares available to the public could be increased if demand remains significantly above the current offer. According to the Guardian, he said he could make an additional 30 to 35 per cent of the company available to investors following the strong response to the IPO. The possibility of expanding the offer would allow more investors to participate while further widening public ownership of the refinery. However, any increase in the number of shares offered would remain subject to the applicable Investor demand surged after the IPO opened, with about N1.5 trillion reportedly committed within the first six hours of the offer. The base offer consists of 4.1 billion ordinary shares at N525 each, representing an offer value of approximately N2.152 trillion. The offer is scheduled to close on October 13, 2026. Investors can subscribe for a minimum of 10 shares at N5,250, making the offer accessible to smaller investors. Dangote said one of the major objectives of the IPO is to build a broad shareholder base, with a target of attracting at least 10 million investors from Nigeria and across Africa. He described the transaction as more than a conventional capital-raising exercise, saying it was intended to promote wider ownership of one of Africa’s major industrial assets. The offer is also being supported by technology-driven subscription channels, including BVN-enabled processes aimed at reducing barriers to participation in the capital market. The heavy subscription activity has highlighted significant interest among retail investors in owning shares in the refinery. Some digital investment platforms have experienced unusually high traffic as investors sought to participate in the offer. Market operators, however, have noted that some high-net-worth investors could adopt a more cautious approach and wait to assess demand levels before committing funds. The Dangote Refinery reported a net profit of $1.82 billion in the first half of 2026, compared with a $476 million loss in the corresponding period of 2025. Revenue during the period exceeded $13 billion. The IPO therefore comes as the refinery records improved financial performance and expands its role in the international petroleum products market. If demand remains above the current offer, the proposed increase in shares could further broaden public participation and make the Dangote Refinery one of the most widely held companies in Nigeria’s capital market.
