The discussions could provide an opportunity for Washington and Moscow to explore areas of agreement, although significant differences remain over the terms of any settlement. Witkoff’s visit follows discussions in Oslo on Tuesday with Ukrainian President Volodymyr Zelenskyy, alongside Finnish and Norwegian leaders and representatives of European and NATO institutions. A US official described the discussions with Ukraine as productive, saying the two sides had made meaningful progress on proposals for a comprehensive peace framework. The proposals include long-term security guarantees for Ukraine, post-war economic recovery and wider European security arrangements. Ukraine has maintained that any settlement must include credible security guarantees to prevent another Russian invasion and must not require Kyiv to surrender additional territory. Russia, meanwhile, has demanded that Ukraine relinquish the entire Donbas region and accept restrictions on its military and its future membership of NATO. Despite renewed diplomatic activity, Moscow has signalled that a breakthrough may not come easily. Russian Foreign Minister Sergey Lavrov said Russia would examine the proposals but ruled out political concessions, according to Russian state media. Witkoff’s mission is intended to convey the proposals discussed with Kyiv and its European partners to the Russian leadership, with the broader objective of creating a pathway towards direct negotiations involving the parties to the conflict. However, whether the discussions will produce an immediate ceasefire or pave the way for a comprehensive peace agreement remains uncertain.
