NIMC Act 2026 Ushers in Nigeria’s Digital Identity Revolution

Nigeria has taken a major step toward a fully digital economy following the signing of the National Identity Management Commission NIMC Act 2026, a landmark law designed to modernize the country’s identity management system and strengthen digital governance. The new legislation repeals the 2007 NIMC Act, providing a modern legal framework that aligns Nigeria’s identity ecosystem with global best practices, emerging technologies, and the country’s digital transformation agenda. The Act reinforces the National Identification Number NIN as the nation’s foundational identity credential under the principle of “One Person, One Identity, One Number.”A key feature of the law designates NIMC as Nigeria’s Root Certification Authority for the National Public Key Infrastructure (PKI) and Digital Public Infrastructure DPI, enabling secure digital identity verification, authentication, and trusted electronic transactions across both public and private sectors.The Act is also expected to enhance cybersecurity, improve data protection, expand financial inclusion, and facilitate seamless data sharing among government agencies and authorized institutions. It introduces stricter penalties for identity-related offences such as impersonation, multiple registrations, and unauthorized access to identity records.The Federal Government says the reform represents a significant milestone in building a secure, inclusive, and digitally connected Nigeria, supporting the goals of the Renewed Hope Agenda while laying the foundation for improved public service delivery and economic growth.
